If you need help paying utility bills, rent, or finding stable housing, below are the statewide programs and local centers that can help. There is no shame in asking for assistance when needed.

Home Energy Assistance Program (HEAP) – Provides assistance for energy bills for both the winter months and summer months
Percentage of Income Payment Plan Plus (PIPP)– Offers extended payment opportunities for gas or electric services
Home Relief Program– Assists those who with need help paying for general utilities, rent and mortgage
Home Weatherization Assistance Program (HWAP)– Provides energy efficient measures and education to lower costs of utilities
Electric Partnership Program (EPP)– Facilitates in-home audits and installs upgrades to more electric energy efficient measures as needed

The Assistance House of Ross County- Provides financial support for electric, gas or water bills, as well as rent
The Salvation Army- Chillicothe, OH- Offers utility bill assistance when funding is available
Statewide Programs:
Homeless Crisis Response Program (HCRP)- Offers those experiencing homelessness emergency shelter, including short-term rental. They also work to address barriers that prevent individuals from maintaining their own housing
Ohio Housing Finance Agency (OHFA)– Guides first-time homebuyers, renters, senior citizens and more to find adequate and affordable housing
Housing Choice Voucher Program– Under the U.S. Department of Housing & Urban Development, low-income families, the elderly and those with disabilities are granted affordable housing

Scioto Paint Valley Mental Health Center– Offers a women substance abuse facility, men/women mental health facility Ross and Highland counties, women’s substance abuse facility and a men/women health facility
Integrated Services for Behavioral Health (ISBH)– Their Community Development team helps to find individuals safe and affordable housing. They also provide a safe, substance-free and supportive housing program in McArthur, OH for women and women with children who are in recovery called Groundworks Recovery Housing.
First Capital Recovery and Counseling– Offers intensive outpatient treatment for those suffering from SUD and other mental health issues with the option to live in one of their large, individual apartments as part of treatment
The Salvation Army- Chillicothe, OH–Offers rent assistance when funding is available
Seeds of Hope– Offers emergency shelter, transitional housing
